Why dont you ask Adrian that question?
Because, this issue, if not deemed criminal, is civil.
So civil wise, Adrain dont need police officer to proceed, unless
he is just some cheapskate trying to avoid more serious 'issues'
from showing up that he is 'most guilty' of.
Am not a lawyer, but am familar with the civil issues.
And if not deemed criminal, Adrian only need to spend some time
thru the Civil Courts to make it criminal.
